Appeal Process
M.G.L. Chapter 90, Section 21A ½ allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued by completing a Parking Ticket Appeal Form (48KB). The appeal must include the name and address of the person appealing the ticket, the name and address of the registered owner of the vehicle if it is not the same, and the reason for the appeal. The appeal must include any evidence, diagrams or documentation supporting the appeal.

Parking Administration Office hours are Monday through Friday 8:00 AM - 5:00 PM.
Once the Parking Administration Office receives the parking ticket appeal, the ticket is placed on "hold" and does not accumulate penalties during the duration of the appeal. Under M.G.L. Chapter 90, Section 21A ½ the Parking Administration Office has 21 days to answer any written appeal.
Hearing Process
M.G.L. Chapter 90, Section 21A ½ allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued. A person may request a hearing in lieu of a written appeal by calling (508) 799-8656 and requesting a hearing date.
However, an appellant that has been denied on a written appeal may request a hearing to provide any additional evidence not provided with the written appeal.
Decisions made by the Parking Administrator are final. An appellant may appeal a Final Judgment from the Parking Administrator to the Superior Court.

To appeal a Final Judgment issued by the Parking Administrator, the Appellant must contact the Superior Court Clerk directly to request information on the appeal process by calling (508) 831-2000 or visiting the Worcester Superior Court office at:

Denver Boot
Under City of Worcester parking ordinance Chapter 12 section 56; whenever it is determined that a motor vehicle has five or more outstanding parking violations which have occurred in the City of Worcester, and have incurred penalties, the vehicle is eligible for an immobilization devise known as the "Denver Boot".
The Denver Boot may be attached to a vehicle where located upon any street, way, parking lot or other location open to the use of the public, whether or not such vehicle is legally parked.
The Denver Boot may be removed upon payment of all outstanding violations and fines, together with the immobilization fee of $75.
Payment may be done through our Online Payment partner, or in person at City Hall, 455 Main Street, Room 203, Worcester, MA (cash, money order or credit card payments only). You must notify the Parking Administration Office that payment has been made in full in order to request for the Denver Boot to be removed.

Refunds
The Parking Administration office may issue a refund check to a person paying a parking violation which has already been paid. There must be no balance on the account. The check will be issued to the person who made the second payment. Example: Your vehicle is issued a parking violation, Honda lease sends in a check for the ticket amount a few days later you send in a check paying the same ticket. The Parking Administration office will refund the money to you. If there is an outstanding violation on the account the money will be applied to the outstanding ticket.
A refund may take between 4 - 6 weeks to be processed. The checks are issued through the City of Worcester Treasurer's Office.
